I think this is possibly the first antique item I ever purchased.  I never see anything similar in my travels except for a little rocking chair that had a painted scene similar to this one.

This table is oval and has a lower shelf.  There is a garden scene painted on top and the second shelf has roses painted on it.  The four corner leg supports have carved lions heads where the leg meets the table top.  I really love it and have no clue what era it is from.

Looks to be 1st quarter of 20th century, but not my area of familiarity.
The shape of the table legs, the composition mounts and the fact that it seems to be birch with a mahogany finish all suggest that it is an American table with a date range of 1890-1915.  I do not believe it is painted.  I think it is decoupage...done either professionally or as a home craft project.
